QoG lunchseminarium med Manuel Teodoro

Seminarium

The QoG Institute regularly organizes seminars related to research on Quality of Government. The seminars address the theoretical and empirical problem of how political institutions of high quality can be created and maintained as well as the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty.

Speakers are invited from the international research community and experts from NGOs and other organizations to the lunch seminars. The seminars last for one hour and include a short presentation by the speaker (30-35 min) followed by a joint discussion about the topic.

If nothing else is indicated, the seminars are held in English.

Title of seminar:
"Centripetal Force: Public Administration Career Systems and Attitudinal Diversity in the Bureaucracy"

Abstract:
Representative bureaucracy research typically analyzes variation in race, ethnicity, and/or gender within the bureaucracy, assuming that group identity shapes politically-relevant behavior. Rather than focusing on group identities, this study applies the Miller-Stokes attitudinal congruence model of representation to the bureaucracy. Based on models of normative isomorphism, we argue that career systems shape bureaucratic attitudes through processes of selection and promotion. On average, individuals who choose government work are likely to have different attitudes from those who seek other kinds of jobs. Moreover, when vacancies at mid- and upper-level positions occur within public agencies, individuals whose attitudes align more closely with the bureaucrats at the upper levels of the organization are more likely to seek and be selected for promotion. Consequently, we expect attitudes within the bureaucracy to be less diverse than the general public, and that attitudinal diversity within the bureaucracy to decline as job status increases. A variety of survey data are used to evaluate these expectations.
