QoG lunch seminar with Luis Schiumerini

Research profile seminar

The QoG Institute regularly organizes seminars related to research on Quality of Government. The seminars address the theoretical and empirical problem of how political institutions of high quality can be created and maintained as well as the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty.

Speakers are invited from the international research community and experts from NGOs and other organizations to the lunch seminars. The seminars last for one hour and include a short presentation by the speaker (30-35 min) followed by a joint discussion about the topic.

If nothing else is indicated, the seminars are held in English.

"Imperfect Evaluations and Incumbency Effects"

Why do subnational incumbents have an electoral advantage in some developing countries and a disadvantage in others? Common explanations stress clientelism and corruption, respectively, as the source of these incumbency effects. I emphasize voters' imperfect evaluations of good governance. If voters use public goods as a signal of the competence of subnational incumbents but ignore the exogenous fiscal constraints that shape their provision, incumbents can obtain an electoral premium or handicap simply for being in office. Using aggregate data from Brazil, I find that mayors' incumbency advantage or disadvantage depends on whether they improve public goods spending relative to their predecessors, and that voters do not fully discount these constraints from their performance evaluations. Evidence from a survey experiment conducted in Brazil shows that voters perceive public goods spending as a signal of competence, and that information that resources are exogenous does not change these perceptions.
