QoG lunch seminar with Sergio Praca

Research profile seminar

The QoG Institute regularly organizes seminars related to research on Quality of Government, broadly defined as trustworthy, reliable, impartial, uncorrupted and competent government institutions. The seminars address the theoretical and empirical problem of how political institutions of high quality can be created and maintained as well as the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty.

The seminars are in English if nothing else is indicated.

Title of seminar:
"Bureaucrats, politicians and fiscal gimmicks in Brazil"

The 2016 impeachment of president Dilma Rousseff (Worker´s Party) was motivated by a fiscal gimmick that many people considered illegal and unconstitutional. Much has been written about the political implications of Rousseff´s fiscal policy for her impeachment process, but still little is known about how the president dealt with bureaucrats who had few incentives to agree with her policy. We analyze how Rousseff and her economic teams attracted civil servants with high-level appointments and threatened them with litigation in order to push forward with the fiscal gimmick that ultimately led to her removal from office.
