QoG lunch seminar with Petr Urban

Research profile seminar

The QoG Institute regularly organizes seminars related to research on Quality of Government. The seminars address the theoretical and empirical problem of how political institutions of high quality can be created and maintained as well as the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty.

Speakers are invited from the international research community and experts from NGOs and other organizations to the lunch seminars. The seminars last for one hour and include a short presentation by the speaker (30-35 min) followed by a joint discussion about the topic.

If nothing else is indicated, the seminars are held in English.

Title of seminar:
"Civil Service Ethics in the Czech Republic: Recent Developments and Challenges"

Short abstract
The aim of this presentation is to discuss the possibilities and challenges in building an ´ethics infrastructure´ in Czech civil service. First, I will describe the recent history and current state of civil service ethics in the Czech republic and zoom in on several ongoing reforms, such as the revision of the Code of Ethics for Czech Civil Servants. Then I will focus on the methods and preliminary results of my research project on developing an ethical culture at the Czech Ministry of Transport. I will highlight what I've learnt from hands-on experience about the prospects and challenges of the ongoing initiatives and suggest some conclusions that I consider as most important with regard to further directions of the development of civil service ethics not only in the Czech Republic.
